মুনাফার লোভ দেখিয়ে নিরীহ মানুষকে প্রতারণা বন্ধে মাল্টিলেভেল মার্কেটিং (এমএলএম) কোম্পানি যুবকের মতো ডেসটিনির বিরুদ্ধেও ব্যবস্থা নিতে যাচ্ছে সরকার।
গত কয়েক দিনে বিভিন্ন সংবাদপত্রে ডেসটিনি গ্রুপের ‘অবৈধ ব্যাংকিং’ নিয়ে খবর প্রকাশের মধ্যেই অর্থমন্ত্রী আবুল মাল আবদুল মুহিত শনিবার সচিবালয়ে সাংবাদিকদের বলেন, “এ রকম প্রতিষ্ঠান যাতে তাদের সম্পদ ট্রান্সফার করতে না পারে সেজন্য যুবকের মতো একটি কমিশন গঠন করা হবে।”
বাণিজ্য মন্ত্রণালয় সম্পর্কিত সংসদীয় স্থায়ী কমিটি ইতোমধ্যে ডেসটিনিসহ এমএলএম কোম্পানিগুলোর বিরুদ্ধে ব্যবস্থা নেওয়ার সুপারিশ করেছে। একই সঙ্গে এসব কোম্পানির বিষয়ে দ্রুত ব্যবস্থা নিতে অর্থমন্ত্রী ও কেন্দ্রীয় ব্যাংকের গভর্নরকে অনুরোধ জানানো হয়েছে।
এই পরিপ্রেক্ষিতে কেন্দ্রীয় ব্যাংক অনুমোদনবিহীন কোনো প্রতিষ্ঠানের সঙ্গে ব্যাংকের মতো লেনদেন না করার জন্য একটি নির্দেশনা জারি করে ১ এপ্রিল।
নির্দেশনায় বলা হয়, “এ ধরনের প্রতিষ্ঠান অস্বাভাবিক উচ্চ হারে সুদ ও আকর্ষণীয় মুনাফার লোভ দেখিয়ে জনসাধারণ থেকে অর্থ সংগ্রহ করছে।”
এ বিষয়ে সরকার কী পদক্ষেপ নেবে জানতে চাইলে অর্থমন্ত্রী শনিবার সাংবাদিকদের বলেন, “দেশের বাইরে থাকায় ডেসটিনি নিয়ে বাংলাদেশ ব্যাংকসহ সংশ্লিষ্ট অন্যান্য সংস্থার প্রতিবেদন আমি দেখতে পারিনি। আজ দেশে ফেরার পর আমি সেগুলো দেখেছি। আমার কাছে মনে হয়েছে, এট বিরুদ্ধে (ডেসটিনি) যুবকের মতোই অ্যাকশন নিতে হবে। আমরা (সরকার) সে ব্যবস্থাই নেব।”
গত কয়েকদিনে ডেসটিনির অনিয়ম নিয়ে গণমাধ্যমে ‘বড় বড়’ খবর এসেছে উল্লেখ করে মন্ত্রী বলেন, “বিষয়টি নিয়ে আমরা বিচলিত।”
অর্থমন্ত্রণালয়, বাণিজ্য মন্ত্রণালণয়সহ সংশ্লিষ্ট বিভাগগুলো ডেসটিনির বিষয়ে কমিশন গঠনের জন্য ইতোমধ্যে আলোচনা শুরু করে দিয়েছে বলেও জানান মুহিত।
তিনি বলেন, “যুবকের সম্পদ জব্দ করায় তারা সব সম্পদ পাচার করতে পারেনি। সেই অর্থ থেকে গ্রহাকদের ক্ষতি কিছুটা হলেও পুষিয়ে দেওয়া যাবে। ঠিক একইভাবে ডেসটিনির ক্ষেত্রেও একটি কমিশন করা হবে।”
গত বছরের ৬ মার্চ তৎকালীন বাণিজ্যমন্ত্রী ফারুক খান সংসদে জানান, দেশে মাল্টিলেভেল মার্কেটিং (এমএলএম) নিবন্ধিত কোম্পানির সংখ্যা ৬২। এ ব্যবসাকে নীতিমালার আওতায় আনতে আইন প্রণয়ন কার্যক্রম প্রক্রিয়াধীন।
এমএলএম কোম্পানির নামগুলো তুলে ধরে তখন ফারুক খান জানিয়েছিলেন, ডেসটিনি-২০০০ এর গ্রাহক সংখ্যা প্রায় ৪৫ লাখ। অন্যান্য কোম্পানির প্রকৃত গ্রাহক সংখ্যা কিংবা সর্বমোট গ্রাহক সংখ্যা কম।
২০১০ সালের শেষ দিকে ইউনিপেটুইউ এমএলএম প্রতিষ্ঠানের বিরুদ্ধে প্রতারণার অভিযোগ উঠলে ওই প্রতিষ্ঠনের বিনিয়োগকারীরা রাস্তায় নামে। এরপর এমএলএম ব্যবসাকে একটি নীতিমালার মধ্যে আনতে আইন করার উদ্যোগ নেয় সরকার।
বাণিজ্য মন্ত্রণালয় এ আইনের যে খসড়াটি তৈরি করেছে বেশ কয়েকবার তা মন্ত্রিসভায় ওঠার কথা থাকলেও শেষ পর্যন্ত ওঠেনি।
মন্ত্রণালয়ের একজন কর্মকর্তা বলেন, খসড়া আইনে একটি পরিদপ্তর করার কথা বলা হয়েছে। সেটি পরিচালনার জন্য বেশ কিছু জনবল নিয়োগের কথাও বলা হয়েছে। কিন্তু জনপ্রশাসন মন্ত্রণালয় জনবলের ব্যাপারে সম্মতি দিচ্ছে না। এ কারণেই আইনটি মন্ত্রিসভার উঠছে না।
